In addition to strong academic achievement, career and technical student organization (CTSO) involvement is essential when developing successful secondary education programs. Positive youth development encompasses the following elements:

- emphasizing individual strengths;
- strengthening personal character and confidence;
- empowering youths to assume leadership roles in families, schools, careers and community; and
- developing and implementing service learning projects.
Development of leadership skills is an integral part of career and technical education in New York State. All students should be provided the opportunity to participate in the educational activities of the student organization(s) connecting to their interests and chosen instructional program.
Students who elect to become active members in of one of the student leadership organizations chartered by the New York State Education Department have the advantage of a practical forum to demonstrate leadership skills in an action- oriented format and have the potential for recognition of their achievement at the local, state, and national levels.
