Teacher, Educational Leader, or Pupil Personnel Services Program Registration and Accreditation

Program Registration

All programs leading to certification for Teacher, Educational Leader, or Pupil Personnel Services in New York State must be reviewed and registered by the Office of College and University Evaluation before they are publicized or recruit or enroll candidates. Institutions wishing to change registered programs leading to certification for Teacher, Educational Leader, or Pupil Personnel Services must seek and receive approval. Institutions seeking to register a new program or change a registered program should select from the application categories below.

New Student Teaching Regulations 

Beginning in the Fall 2024 semester regulatory changes that impact the duration and structure of clinical practice; place an emphasis on who may provide clinical supervision (their qualifications and the plan to ensure clinical faculty stay current in providing effective clinical supervision); and require partnerships to be established and maintained to support effective clinical practice are required to be in place. To show compliance with the new regulations, the Department is asking each institution with registered educator preparation programs that lead to initial or initial/professional certification in teacher education to complete and return a Statement of Assurance Form  by July 1, 2024, to OCUEedapps@nysed.gov. In addition, each institution should submit one (1) sample MOU or similar agreement to demonstrate compliance with the above-mentioned partnerships. This sample MOU should accompany the attestation at the time of submission. If you have questions, please send them to the Office of College and University Evaluation at OCUEinfo@nysed.gov.

For support in the development of the newly required Memorandum of Understanding (MOU) or similar collaborative agreement, please see Guidance for a Partnership Agreement. This guidance was developed by the Office of Teacher  and  Leader  Development  (OTLD) in  conjunction with the Office of College and University Evaluation (OCUE). It provides a set of guiding questions for institutions and clinical practice sites to consider as they work to develop and/or refine partnership agreements. The questions have been organized under five key pillars related to establishing strong, effective working partnerships that support the development of teacher candidates. Teacher Performance Assessment Submission

All registered teacher preparation programs have until September 1, 2023 to integrate the new program requirement of a teacher performance assessment (TPA) into the student teaching, practicum or similar experience for candidates earning their first Initial teaching certificate. On or before July 1, 2023, institutions must demonstrate that they meet the TPA requirement by completing the Statement of Assurance form and submitting a representative sample of TPAs they have developed or adopted, as outlined in the Deputy Commissioner's Memo to NYS Deans and Directors of Institutions of Higher Education Offering Teacher Education Programs. For more information about Department expectations visit the TPA FAQ for institutions.

Program Accreditation

Programs leading to certification as a Teacher, Educational Leader or School Counselor are required to be accredited within seven years of their initial registration and remain continuously accredited thereafter.  Programs must be accredited by either (i) an acceptable professional education accrediting association, meaning an organization that is approved by the department and is recognized by the United States Department of Education or the Council for Higher Education Accreditation; or (ii) a professional education accrediting association acceptable to the department that is seeking recognition from the Council for Higher Education Accreditation (CHEA) or the United States Department of Education. (USDE) (8 NYCRR 52.21(b)(2)(iv)(c)(2))

The Council for the Accreditation of Educator Preparation (CAEP) and the Association for Advancing Quality in Educator Preparation (AAQEP) are currently two acceptable professional education accrediting associations.   NYSED has State Partnership agreements with CAEP and AAQEP. (For some specific programs, NYSED also accepts other specialized programmatic accreditors that are recognized by CHEA or USDE.)

All New York State registered school building leader (SBL) preparation programs must be aligned with the Professional Standards for Educational Leaders (PSELs) by September 1, 2023. This streamlined application is where institutions with registered SBL programs and combined SBL/School District Leader (SDL) programs can show how their program(s) are aligned with the PSELs. To assure review and registration in time to meet the new regulations by September 1, 2023, completed applications must be submitted to OCUE at ocueedapps@nysed.gov  by July 1, 2023.

Distance Education

Colleges and universities located in or operating in New York State that offers degree or certificate programs in which a major portion (i.e., 50 percent or more) of the requirements can be completed through study delivered by distance education must have those programs registered in the distance education format.

When an institution seeks to expand its academic mission (e.g., by offering a degree at a new level of study or in a new disciplinary area), it must submit a master plan amendment application for review and approval by the Board of Regents.

An external review of the proposed program is required if the program is a graduate degree program; or if the program's subject matter represents a new or emerging field; or if the external review is requested by the Department.
