2024-2025 MSA-CAP Workbook* is under construction.  

* The MSA-CAP Workbook replaces the MSA-CAP 1 and Schedule A forms used previously for MSA-CAP applications. Workbook applications with all relevant tabs completed (including explanations as needed for variation in enrollment and increases in pupil attendance recordkeeping and/or total aid) are accepted via email at MSA-CAP-ORRIS@nysed.gov. Email submissions lacking these will be considered incomplete and will not be processed. Please read the Instructions Tab in the workbook before completing the rest of the workbook. 

 

MSA-CAP Online Application System 

Religious and Independent schools are highly encouraged to use the MSA-CAP online application system available at the NYSED Business Portal. The system is designed to enhance the application process and expedite the issuance of the school’s MSA-CAP payment. We recommend reviewing all information and forms, and the User Guide or PowerPoint prior to completing your application if this is your first-year applying for MSA-CAP reimbursement.
