The New York State Education Department, as part of its implementation of the provisions of Education Law §3012-d regarding educator evaluations, is pleased to post its lists of Approved Teacher Practice Rubrics and Approved Principal Practice Rubrics that meet the criteria established in our Request for Qualification (RFQ). This list will be updated periodically as additional applications are submitted and approved.
In choosing rubrics for use in their educator evaluation plans, LEAs should note that the governing body of each school district and BOCES is responsible for ensuring that evaluators have appropriate training—including training on the application and use of the rubrics—before conducting an evaluation under §3012-d and the Commissioner's regulations. The governing body is also responsible for certifying a lead evaluator as qualified before that lead evaluator conducts or completes a teacher’s or principal’s evaluation.
Some providers listed here charge a fee to license the rubric or to purchase the associated implementation support services, while others do not. Further, all providers offer a range of optional services. LEAs are encouraged to contact providers directly to discuss their specific needs in line with their educator evaluation plan and their plans for training evaluators and certifying lead evaluators.

Principal Practice Rubrics for the 2025–26 School Year and Beyond
In 2017, the Board of Regents adopted the Professional Standards for Educational Leaders (PSELs) with targeted modifications around specific competencies of practice that emphasize cultural considerations. The adoption of the PSELs (NYS Version) represents a shift in focus to leadership skills and practices that recognize the diversity of New York's students and the need for equitable and inclusive treatment of all students across the state.
The PSELs are the most current national standards for educational leaders and replace the 2008 Interstate School Leaders Licensure Consortium Standards (ISSLCS) in evaluating leadership skills and practices.
On June 13, 2022, Sections 30-3.2 and 30-3.5 of the Rules of the Board of Regents were amended, requiring annual reviews for school building leaders to align with the PSELs – NYS Version beginning in the 2025-2026 school year.
Therefore, beginning in the 2025-2026 School Year, all Educator Evaluation plans approved under §3012-d must use a principal practice rubric that has been approved for alignment to the PSELs.
All currently approved rubric providers have been contacted and advised to submit a new RFQ. Once submitted and approved, a list of approved principal practice rubrics aligned to the PSELs will appear below.
