Application for Provisional Authorization to Open a New York State College or University

Notification of Intent

Individuals interested in applying for provisional authority to establish a New York State degree-granting institution must complete this notification of intent prior to beginning the application process. The New York State Education Department (NYSED) will respond with instructions for submitting an application through a secure folder on or around May 1, 2024. For notifications of Intent submitted after May 1, 2024, NYSED will respond with instructions within one week. If you have not received an email response within that timeframe, please contact IHEauthorize@nysed.gov.
